Central Library

Tokyo Metropolitan Central Library

The predecessor of the Tokyo Metropolitan Central Library was the Tokyo Municipal Hibiya Library, which was first opened to the public in 1908. The Tokyo Metropolitan Central Library was established in 1973 as the main Tokyo Metropolitan Library.

As of March 2017, the Tokyo Metropolitan Central Library has more than 2.02 million books, over 6,000 titles of magazines and journals, in addition to various audio-visual materials, and rare materials (including Ukiyo-e and architectural drawings of Edo Castle). The Central Library has one of preeminent collections of foreign language materials among all of the public libraries in Metropolitan Tokyo. This collection accounts for approximately one-tenth of the total stock of 2.02 million volumes housed in the Central Library.

Well-known as a research library, the Tokyo Metropolitan Central Library has expert staff who are capable of providing reference and information services to the public. Providing 900 seats, as well as access to wireless LAN and online databases, the Central Library is a quiet place where you can feel like you are in your own private study.

Use of Library Materials

Open-shelf materials

With regard to books, of its total stock of approximately 2.02 million volumes, the Central Library has around 350,000 volumes that are freely accessible on open shelves.

Some of the magazines and journals in fields related to business, law, health and medical, as well as those related to cities and to Tokyo are also freely accessible on open shelves.

Newspapers for the last three months, including the current month, and some of the reduced-size editions of newspapers are freely accessible on open shelves. These materials may be taken to any floor for reading.

Closed-stack materials

With regard to books, of its total stock of approximately 2.02 million volumes, the Central Library has around 1.6 million volumes in closed stacks. Users of the Library are not allowed inside the closed stacks.

To use materials held in closed stacks, please make requests through the library's online catalog.The request can be placed from the personal computers in the Library that have been set up to access the online catalog.

Requests to view newspapers and magazines and journals in the closed stacks can be made by printing out the Request Form with the necessary information completed, or by filling out the Request Form for Materials provided in the library. Submit the form to the Pick-up/Return Counter. Once the requested material has been located and is ready for viewing, you will be notified by means of your reader's card identification number being displayed on the electronic bulletin boards located on each floor of the Library. When you see that your number has been displayed, go to the Pick-up/Return Counter on the first floor of the Library. Once you have finished viewing the materials, please return them to the same Pick-up/Return Counter.

Photocopy Service

  • Photocopying services are available for the materials in the Tokyo Metropolitan Library collection. All photocopying is subject to copyright law and other restrictions.
  • Please make photocopying requests at the Photocopy Service Counter (1st floor).

  • Photocopying requests must be made at least 30 minute before the library closes.
  • Please submit your request early to avoid congestion of photocopy requests at closing time of the service.

How to apply

  1. Enter necessary information on the photocopy request form.
    (The form may be printed out from the book search terminal.)
  2. Submit the request form and the material to be copied at the Photocopy Counter.

Coin-operated copier

  1. Collect the copies yourself.
  2. Have your request checked by the library staff at the Photocopy Counter.

Copying service by library staff

  1. Take your number and wait to be called.
  2. If your number appears on the electric message board, receive your copies and pay at the Photocopy Counter.

Important points of note when photocopying

  • Photocopying is allowed within the scope designated by the Copyright Act, etc.
    • Photocopying is restricted to 1/2 or less of a single copyrighted work. Please note that a map, a musical score, a single academic paper in a compilation, etc., are regarded individual copyrighted works.
    • When photocopying a magazine, photograph, design drawing, map, painting or other materials, please check in advance at the General Information & Inquiry counter.
  • One copy is allowed per person. Multiple copies of a single book or material are not allowed.
  • Photocopying is not allowed for newspapers of the day or latest magazines.
  • Photocopying is not allowed for materials that do not belong to the library, such as privately owned materials.
  • Partial enlarging or partial reducing is not possible when photocopying.
  • The number of pages to be photocopied may be restricted to 50 or less, if there are many requests to be processed.
  • Copies must be picked up on the same day as a rule.

Use of PCs, Wireless LAN, and Wi-Fi

  • You may use your own laptop at all seats from the 1st to 4th floors. We are equipped with about 900 seats, 300 seats with power supply and 600 seats without it.
  • Internet access is available for users who have contracts with wireless LAN service providers (docomo Wi-Fi, BB Mobile Point, or au Wi-Fi) at all seats on the 4th floor.
  • FREE Wi-Fi TOKYO (Free wireless LAN service) is available at all seats from the 1st to 4th floors, the entrance, cafeteria, and other areas.
