QAre the Tokyo Metropolitan Libraries open to everyone?
AYes, they are open to everyone. There is no age restriction.
QI don't know how to find books and reference materials.
APlease do not hesitate to ask any question. Please inquire whether the book you are looking for is in the open shelves, whether the library has books written by a certain author, how to find books on a certain theme, etc. We accept questions not only at the information counter of each library but also by telephone. Inquiries are also accepted by email (for Tokyo residents only) or mail (postcard or letter).
QWhat are the characteristics of the Tokyo Metropolitan Libraries?
AThe Tokyo Metropolitan Libraries consist of the Central Library and the Tama Library and are one of the largest public libraries in Japan. The Tokyo Metropolitan libraries operate as a single body, with the Central Library serving as the main facility supplemented by the Tama Library. Each library offers the following functions and services.

The library provides chiefly book browsing services to visitors and assistance in research, as well as reference assistance to public libraries in Tokyo, loan of documents and other materials and supplementary library services to areas where libraries are not available.

The library functions chiefly as the "Tokyo Magazine Bank" for centralized magazine services, along with book browsing services chiefly for young people and children, assistance in research, reference assistance to public libraries in Tokyo and loans of books and other reference materials.

QDo you loan books and reference materials to private individuals?
AThe libraries do not loan to private individuals but cooperate with municipal libraries in Tokyo in loan of reference materials.
QWhat do you mean by cooperation in loan?
AIt refers to the reference material loan service the Tokyo Metropolitan Libraries provide to municipal libraries in Tokyo. If a municipal library receives a request from a local resident for reference material not available at that library, The Tokyo Metropolitan Libraries loans such reference materials to the municipal library.Regarding how to apply for such a loan and other information, please inquire with your local municipal library. The Tokyo Metropolitan Libraries share functions with municipal libraries to provide library services to all of Tokyo through cooperation.
QIs photocopying possible?
ATokyo Metropolitan Libraries offer photocopying services within the scope designated under Article 31 of the Copyright Act. Please acknowledge that there are various restrictions in photocopying service, so as not to violate the rights of the copyright holders. See the following page for further details.
QDoes the library have study rooms?
A There are no steady rooms. There are reading areas for study and research, using reference materials found in the library. The Tokyo Metropolitan Central Library has roughly 900 seats. The Tokyo Metropolitan Tama Library has approximately 230 seats. Please refrain from use of the reading areas strictly for study and without use of library resources. Also, the Tokyo Metropolitan Central Library has a group reading room on the fourth floor and a group study room on the fifth floor, while the Tokyo Metropolitan Tama Library has a group reading room on the first floor. It is available for group study and research activities using the reference materials found in the library.
QWhat is necessary for use of the group reading room?

A group reading room allows a group of two or more people to conduct study or research activities using reference materials held by the library. The Tokyo Metropolitan Central Library has a group reading room on the fourth floor, and the Tokyo Metropolitan Tama Library has one on the first floor. For use by a small group, reservation or any other procedure is not necessary.
[Tokyo Metropolitan Central Library] No advance reservations are accepted for use by small groups. If you wish to reserve a whole room for use by a group of 15 or more people, make a reservation at the phone number given below, and use the group study room on the fifth floor.

QIs use of my own PC possible? Also, is there an area where I can use the PC?
AUse of your own PC is accepted. The Tokyo Metropolitan Central Library allows use of digital devices (PC, calculator, smartphone, etc.) in all of its reading areas from the first to fourth floors, and in the research room and the group study room on the fifth floor. There are roughly 300 seats with PC power source and 600 seats without power source. The use of personal digital device is also allowed act Tokyo Metropolitan Tama Library, except in certain seats. Both libraries offer free Wi-Fi service. See the following page for further details.
QDoes the library have PCs with Internet connection?
AThere are 8 such PCs, with 4 at the Tokyo Metropolitan Central Library and 4 at Tokyo Metropolitan Tama Library. They are found in the central hall on the first floor of Tokyo Metropolitan Central Library and in the reading room of Tokyo Metropolitan Tama Library. Please apply for use of the PCs at the service counter found nearby. Please note that printouts, email, etc. cannot be used.
QAm I allowed to use CD players?
AThe reading areas are offered for study and research using reference materials in the library. To maintain the reading environment for this purpose, please refrain from use of devices generating sound, such as CD/MD players, radios, small cassette tape recorders and portable music players.
QIs there a cafeteria?
AThe Tokyo Metropolitan Central Library has a cafeteria on the fifth floor. It is open from 11 AM to 5 PM. Also, there is a beverage vending machine at the entrance of the cafeteria on the fifth floor.
Tokyo Metropolitan Tama Library does not have a cafeteria. It has a café and beverage vending machine at the entrance hall on the first floor.
QIs there a place to eat lunch that I packed?
APacked lunches may be eaten in the cafeteria of the Tokyo Metropolitan Central Library. There are counters along the windows for view of the outside while eating.Tokyo Metropolitan Tama Library has eating space in the entrance hall on the first floor.
QIs there parking space?
AThere is space for approximately 20 cars at the Tokyo Metropolitan Central Library for use by library visitors. However, visitors are encouraged to use the public transit systems. There is also space for two cars for use by disabled persons.
Tokyo Metropolitan Tama Library has parking space for 18 passenger cars and 3 motorcycles, which is available for a fee at the rate of \150 for 30 minutes during daytime and \100 for 60 minutes at night. The service is managed by a private operator. Visitors to the reading area are provided free parking for two hours but are encouraged to use public transit systems to visit the library. There is also space for two cars for use by disabled persons.
